During the game I used the city gate to go 2 areas, on it's final move I finished at a double station. This was also the last move of that line (2nd line), the double station could not be placed. When I reached it in the the 1st move of the 2 areas I also couldn't use it (not sure if that is intended).
Then next turn I could place it on the next 3rd line (I did so because I thought it was fair for the amount of points I missed.)
