The second row book actions change from game to game, and after 9 games, I still need to look at least one of those up at the beginning of each game. In person, we usually just go over these and the Beagle goals so everyone is on the same page. If one can easily determine what their potential crew cards do (during the draft), what the beagle goals are, and the second row actions do at the beginning of the game, it will facilitate the best choice of crew cards, allow players to develop an early strategy, and derive more joy from what can be a long game. Finding out you misinterpreted something mid-way through a game can be difficult.
Since no one is actively choosing an action during this phase of the game, only drafting/choosing crew cards and goal tile pairs, the tooltips should be less of a distraction. Then, once the game begins, you could get rid of the tooltips. If someone subsequently forgets what a goal/action/crew card does, they can look it up. This doesn't help with the starting goal tiles, but with the other explanations, the icons for these tiles will also be less likely to be confused.
This would balance the desire for help text with keeping the interface clean during play.

My experience differs from yours, it seems. If I remember correctly (it was quite a while ago when I played my first few games of Darwin, and now I know pretty almost every aspect of the game quite well - except for some Alfred shenenigans), I only had to look up 2 or 3 icons after my second play which were not that clear to me.
Can you name the icons you still have trouble with? My guess:
- Perform all actions associated with a locked location
- Research any one specimen on your personal board
- Select an own previously placed tent and perform the associated actions again for free
- Research any one specimen on an island with an own explorer
If it's just a hand full of icons, I just could add another selection to the drop down like "Most looked up" :)
Those are the tricky ones. Plus,
- place a tent anywhere - "is it really anywhere?" vs. a place a tent on an island with your explorer vs. reactivate a tent
- Repeat Delivery - deliver one of your Specimens that has been previously delivered AND regain all of the benefits, with "your" meaning you have researched it but did not necessarily deliver the tile previously (another player could have)
- the +1 book multiplier on the Theory of Evolution track
- This is an issue with the rules vs. online implementation, but newish players typically want the objective associated with having researched a specimen clarified. The rulebook says "the player must have placed at least the indicated number of Research tokens onto Specimens with the matching Specimen symbol on their personal board" while the player aid says "possess" specimens. New players nearly always get confused about this because placing a research token feels like researching a specimen while placing the tile (vs research token) feels like collecting a specimen when in fact the former is researching AND collecting and the latter "delivering". Some players think they have to wait to deliver before completing these objectives. In the online implementation, they'll see the outline change, but this is a typical area of confusion in folks I've played with.
Thank you for making an online version of this game. It has quickly become one of my favorites!
