Can you give an example of move you can't do in this party ?
You should take a look to TTR Switzerland rules!
- Locomotives count as a simple card, so you can take 2 visible locomotives in one turn.
- Jockers/Locomotives can only be used under tunnel, not in standard route.

Currently all non-jocker cards of the same color are taken before completing by jockers cards to build the route.
A good example for Switzerland : boardgamearena.com/bug?id=150569
For example,
If you have 6 red and 2 Locomotives, and you want to claim a 4 red tunnel and a 2 regular red route, and you are forced to use 2 extra cards to build the tunnel, you are hosed as it takes all 6 red cards, and then you can't take the 2 red route as you are left with 2 locos.

Your problem is different from this bug.
Before trying to build a tunnel, you must choose with which color from your hand, you want to build it !
You don't choose a color. TTR choose for you the locomotive color :
"Dan Loeb tries to build a tunnel from Vaduz to Österreich with color locomotive."
And it is true, you have not the 3 locomotives needed to build the tunnel...
Since Joker's can't be used on regular routes, you need to be able to choose how many to use when claiming a tunnel AND when you have to pay extra cards.
Example: Trying to claim a 3 Yellow Tunnel with 2 extra due to tunnel dra., if you have 5 yellow and 4 jokers, you should be able to spend 1 yellow and 2 jokers on the tunnel, and 2 more jokers for the extra cards. But you should also be able to pay 3 Yellow for the tunnel and 2 more for the extra cards. AND you should be able to do any combination in between.
Cannot play the Map competitively without this option.
