With 2 wisdom and empower, it should have been 3 damage each before accounting for the declaration of power card. After applying what I thought was 1 more damage to each of two targets (is that the intention of that card in the first place? I would have thought it added to each target.), and ONLY the two that received "bonus" damage took 3. The other two targets took 2 damage each.

Either way, it seems like the ability should have done quite a bit more damage than it did.
