When watching the game replay, I can see that the crow (with a cost of 2 sun) was available for recruitment when you gained your bonus action.
You can access to this move here and see that this animal is selectable : boardgamearena.com/archive/replay/250305-0935/?table=639976267&player=92970797&comments=86644562;&goto=72
As this animal was on the recruitment line since the beggining of the game, I don't see any case where you haven't been able to select and recruit it on this move.
I mark this report as "not a bug" for now, but if you can double check it and confirm it would be great.
