From the rulebook, it sounds like if two immortals are able to recruit at any time on their turn, then they are able to. At this table (640022044) on Turn 50, I had drawn new immortal recruiting cards. Luckily my immortals were already in position, but the immortals had not recruited. I had to move someone first before immortal recruit was checked.
