This might not actually be a bug, but a rules misinterpretation on my end that I don't see clarified.
I (blue/green) received credit toward the roof on 1,2,3,4 level objective for a roof on level 6. Not sure if that's supposed to count, but figured it was worth flagging in case it was a rules error. -
