I've tried clicking on my T-rex meeple, the goat icons, other dinosaurs. I cannot find a way to either not feed the T-rex or feed it one goat and move to rampage step.

It looks like you were able to move past that particular action. The interface is supposed to let you select one of the goat icons on a carnivore to feed it. Do you remember how you were able to move past the issue and continue the game?
