On move 51, Toxic Releases Due to Storms is due to add 1 community in crisis (2 bands - 1 resilience). The UI lets you discard either 1 or 2 cards from Loss and Damage Fund to reduce the effect (for the same effect).
As far as I can tell, while it's technically OK by the rules, it is never a good idea to discard 2 or more cards in that case, so it shouldn't be an option.
This is particularly painful when it is hard to compute the effect of the crisis because the thermometer hasn't been visually updated yet (see boardgamearena.com/bug?id=98843). -
