Rapporthistorik
I try twice: Gandalf and Merry&Pippin both attack with enough troops. (I check several times)
Because it's a single player game the only action I can take in North Ithilean are attack or travel.
Both fail to complete the quest.
It uses one action, and does nothing other than complete the challenge.
It does not involve attacking anyone there, or rolling any dice, just picture your character standing at the gates and shouting "Come and get me!" at Sauron with a bunch of elves and humans at your back!
It doesn't sound like this is a bug, just a PEBKAC error.
Completing the "Challenge Sauron" is not an "As an action, [do this thing]..." (as in "Attain the Blessing of the Elves". Instead, it is a "Complete if a character SPENDS AN (i.e. any) ACTION" on that spot, i.e. any of the regular actions should have triggered its completion.
