I observe the same issue. Exiling Rough Map should give 3 compasses but it gave no reward when Exiled.

Card effects are activated when you play a card from your hand, or when you buy an artifact. Sometimes the effect of the card includes its exile, which implies that you can only use it once in the game, unless you later retrieve this card in your deck.

When you exile a card from your discard, no effect of the exiled card activates.

Not a bug.

@BrightEyedFish: You did not play the Rough Map, as you played Steamboat for your main action. You cannot claim to benefit from the effect a card you don't play (or buy if it is an artefact).

In addition to exiling Rough Map and not receiving the three compass reward, I tried to exile Bear Trap and I was not allowed to overcome a guardian at an unoccupied site.

Had the same issue - exiling Rough Map (from hand - without playing the card) did not give the three compass reward

run into the same issue with exiling whip and journal in the same game: boardgamearena.com/4/arnak?table=421804328

* Exiling whip didn't immediately allow me to buy an artifact with discounted compasses.

* Exiling journal didn't let me do a free research with my notebook (which was below my magnifying glass at the time).

Ok nevermind, did some more digging on the internet for rules clarification and I see the issue here for a lot of people. Any cards with the text "Exile this card to obtain xyz bonus", you can select those cards that's in your hand to PLAY the card, which send them to the exile pile and receive the bonuses, i.e. You don't use an exile action on it (from other cards power, upgrades, token bonuses etc) to obtain the card bonus -- even though this still works on BGA when you do it this way and the card is still in your hand.

i used 3 compasses on a dig site that had exile, it asked for exile card, i chose rough map, and the compasses went no where.

Same problem exiling Hot Air Balloon.
Did not get rewards for exiling card - was prompted if i was sure i wanted to exile a non-starting card and then i didn't receive the rewards for doing so.
