In our known/house rules, if you have cleared clubs from your hand during the Pass Cards phase, you ARE permitted to slough-off any card, including any Heart or the QofS. It's an incentive to be prepared on the first club trick. It also discourages other players from having a low risk if they are trying to clear an Ace or King of Clubs on the first trick.
Change Request: permit Heart/QofS play on the first trick IF you do not have any clubs. -
