"You must play this other game first"

This was reported in boardgamearena.com/bug?id=58710 but I don't think it is specific to my game.
The player has several Arena turn-based games in progress. He can't play turns on most of them because Arena says he must play a specific other game first, which is normal except that the other game is one in which it was not his turn to play!
As noted in the bug, this game is one where a player (usually) takes two actions per turn and in this case the opponent had taken only one, which is a bit unusual. (In fact I've played against that opponent and it doesn't strike me that he'd usually leave a turn incomplete.) The log shows he took the next move nine hours later. Is it possible that he had made the move already, but it took a long while to propagate fully through the system, for some reason?
How is Arena determining which game must be played first? Is there any scope for it to have gotten out of sync with currently active players on the other tables?

Rapporthistorik
Probably this game is blocking other arena games of that player:
boardgamearena.com/3/pontedeldiavolo?table=238507602
This game's time control is set to 3 moves/day, which is different from others.
This bug is not specific to a game, and thus can happen in every game.
I've ran into the same problem yesterday in The Builders: Middle Kingdom. This game has a 3-action turn with the option to 'end turn' after move 3. It however seems that the arena queue only looks at whether there are any actions left rather than whether the turn has been ended.
The table in question:
boardgamearena.com/3/thebuilders?table=264190880
I'm running chrome 101.0.4951.54 but this is for sure browser independent. I opened up the BGA app on Android after and got the exact same behavior.
The queue shows that I have 4 games pending:

However, when navigating to the first game, it seems that it's not my turn at all (which is accurate). My opponent did not officially end his move... but the pending table queue did pick it up.

When navigating to the next game and making a move I end back on the builder game...
I'm not sure if this happens only with arena games or with any game. Surely a similar setting can be reproduced if you work together?
