I don't think a player should be allowed to spend excessive VPs (i.e. more than necessary to win) when bidding for the last "open" starting position. Since there are no more bidding actions once each player has chosen a different position, the last person to bid would essentially just give away points to the other player(s) if not bidding the minimum amount.

I just made the mistake of bidding 4 VP instead of 0 for 1st in one of my own games, not realizing the other two players had already bid for 2nd and 3rd. In this case it was an honest mistake, but I could see it potentially being abused.

(And just to clarify: I'm only talking about the very final bid before the game starts. You would still be able to bid any amount while there are other players still bidding.)
