There are games where the starting player of a two-player game has some kind of advantage (e.g. in Carcassonne the first player gets to play one extra tile as the total number of the tiles in the pile is an odd number [71] in the base game) therefore it would be fair to take this into account when a new round of a swiss system or single elimination tournament starts: in every single game of the new round the starting player should be the player who played less games as starting player during the previous rounds of the tournament. (When there is no difference then it can be decided randomly.)
As for round robin tournaments, the number of how many times the players can start a game should be balanced as well. -
