In the return home phase when the sheep accumulation action was left unoccupied leaving exactly one unoccupied action in rounds 1-4, i should of been prompted to take an action. But i was not.

The action doesn't exist until it is flipped, and therefore cannot be occupied or unoccupied. There is only one card available in round 1, so if it isn't used it should be unoccupied.
