I have played Agrarian Fences, so I should be able to build fences on Grain Utilization even when I cannot sow or bake. I have built 10 fences, and I have 5 wood at that point. There are empty spaces adjacent to my built fences so clearly I should be able to build fences. References from the compendium is attached below.
