This is not a bug! It has been confirmed:

Hades and Mausoleum text was written before the Agora expansion, when there were only "constructed" cards. There is no difference in game mechanics between 'construct' and 'recruit', just a proper use of language (because some cards are buildings and others are people).

It is not the authors' official text... In some reasons in the Agora authors wrote "recruit" and never write that "recruit" is the synonim of the "construct". Always in games the other names of processes means that it is other process. Why should it be different here?

Because often, things like this are either missed or not deemed ambiguous enough to explicitly write a rule about it. It happens a lot, else FAQs and questions on forums would not be so common!

But this issue isn't mentioned anywhere in the FAQ… Often, it's not a mistake but a deliberately designed mechanic, clearly highlighting a new process. I frequently play different games, including ones with deck-building mechanics, where this wouldn't be considered a mistake in 99% of cases. Since the authors never stated anywhere that there's a mistake in the rules, I believe it's intentional. Personally, I will follow the rule that you cannot build a senator — unlike how it's currently implemented here on BGA, which I consider a poor implementation.
