After that I tried later to populate the European elk in compliance with all conditions, but it was also not possible to do.

For Flock effect - as the card mentioned - shared existing enclosure with a herbivore, so maybe game checked/should check where I put previous animals but somewhere issues occured
it would be great if someone could check this flock case in a "sandbox" on map 2 (if there an issue or I missed another rule)
