I believe the new limitation on the number of times an addition rule can be applied, I believe there is a bug: The first player to move starts with a counter of "8", while the opponent starts with a counter of "10". There is no apparent reason for the starting player to start with only "8" (4 total addition rules available to apply) while the opponent starts with "10". Please fix this bug or explain why it is not a bug.
