Currently you can scuttle a ship during combat without the need for another counter to be screened. In one game I scrapped a Base in order to block the rest of the enemy fleet from retreating, which strictly from the rules should not be allowed, since they cannot retreat.
I am not sure if the screening rule is enforceable, seems hard to make. The scrapping only on retreat seems reasonable.
